SALVATION ARMY C-360 FRESNO COUNTY SHERIFF'S OFFICE JAIL DIVISION POLICIES AND PROCEDURES TITLE: SALVATION ARMY PROGRAM NO: C-360 FILE: SALVATION ARMY EFFECTIVE DATE: 10-01-95 REVISED: 03-01-97, 02-01-98, 09-01-00, 03-01-01 11-01-02 AUTHORITY: Sheriff M. Mims APPROVED BY: Captain J. Flores REFERENCE: Penal Code Section 1203. PURPOSE: The purpose of this policy is to establish and maintain a consistent method for scheduling and transporting inmates to Salvation Army interviews. POLICY: It is the policy of the Fresno County Sheriffs Department Detention Bureau to maintain a list of inmates ordered to attend interviews for rehabilitation program acceptance with the Salvation Army. It is the policy of the Fresno County Sheriffs Department Detention Bureau to provide for the transportation of inmates ordered to attend program interviews at the Salvation Army Adult Rehabilitation Center once each month. PROCEDURES: I. MAIN JAIL RECORDS RESPONSIBILITY (on an on-going basis) A. When an order is received from the court for an inmate to attend a Salvation Army interview, the Records Supervisor shall insure that an ARMY event is initiated for the inmate. 1. The DATE shall be set for 090909. 2. The TIME shall be set for 0909 hours. 3. A notation shall be made in the REMARKS section, "pending interview", followed by the court that issued the order and the next scheduled court date (e.g., "pending interview Department 30/04-02-01"). The order shall be scanned and attached to the inmate's records. B. When an order is received from the court that indicates the inmate can be released to the Salvation Army Program (pending available bed space), the Records Supervisor shall insure that a SAGO event is initiated for the inmate- 1. The DATE shall be set for 090909 2. The TIME shall be set for 0909 hours. 3. The court that issued the order shall be listed in the REMARKS section. 4. The order shall be scanned and attached to the inmate's records. 5. The inmate's ARMY event shall be completed. 11. WATCH II RECORDS SUPERVISOR'S RESPONSIBILITY (once a month) A. Salvation Army interviews are scheduled once each month, usually on the last Friday of the month, in accordance with the Salvation Army's schedule for intake orientation. The Watch I I Records Supervisor shall be responsible to run JLOG's of the pending ARMY and SAGO events, according to the schedule. 1. The FM-DATE and TO-DATE shall be 090909. 2. The FM-TIME and TO-TIME shall be 0909 hours. 3. E-LVL/S 4. ACTIVITY/ARMY (and SAGO) 5. DISPO/NO B. The SAGO JLOG will print a list of all inmates who have completed their interviews, have returned to court, and the court has ordered that they be released to the Salvation Army Program. The list shall be FAXed to the Salvation Army Director. The ARMY JLOG will print a list of all inmates with "pending interviews", along with the inmates who have completed their interviews, but have yet to return to court. D. A FILE event needs to be initiated for each inmate on the ARMY list with a "pending interview". 1. First, insure the inmate does not have any open charges. Inmates with open charges, holds or out-of-county warrants shall not be transported for interviews. 2. The DATE for the FILE event shall be set for the pre- designated interview date. NOTE: If the ARMY JLOG and subsequent FILE events are created prior to the actual interview day, run the JLOG again on interview day. Insure there were no add-ons. If there were, create the FILE events. 3. The TIME for the FILE event shall be set for 0700 hours. 4. A notation shall be made in the REMARKS section, "Salvation Army interview. Send to MJ 1 st floor by 0800". 5. Print a list of all pending FILE events, to be provided to the Transporting Officer. D. High power inmates with a "pending interview" shall not be transported, as per Salvation Army. The Records Supervisor shall contact the Salvation Army and notify them of the inmate's special handling requirements. It shall be incumbent on the Salvation Army staff to notify the court to rescind the order. III. TRANSPORTATION OF INMATES TO SALVATION ARMY INTERVIEWS A. Obtain the list of pending FILE events from Records. B. The inmates should be routed to the Main Jail 1 st floor by 0830 hours. The interviews are scheduled to begin at 0900 hours. C. Inmates shall be transported unrestrained in their jail-issued jumpsuits. Unless the Salvation Army staff requests that an inmate return for an additional interview, only inmates with ARMY events stating "pending interview" shall be transported to be interviewed. E. The Transportation Officer shall transport the inmates to the Salvation Army Adult Rehabilitation Center and escort them inside the building and to the front desk. IV. PROGRAM ACCEPTANCE/DENIAL A. Upon completion of the interview, the inmates shall be returned to the Main Jail and strip searched prior to return to their assigned housing units. B. The Records Supervisor shall modify the REMARKS section of the ARMY event from "pending interview" to the date the interview was completed. The ARMY event shall NOT be completed at this time, unless notified by the Salvation Army that the inmate is not acceptable. C. Salvation Army will FAX a letter to Jail Records indicating the names of the inmates who are acceptable to the program, and those who are not. 1. Inmates who have been approved for acceptance by the Salvation Army shall continue to remain on the ARMY list until Records is notified by the Court that the inmate may be released to the program. No action is required by the Records staff at this time. 2. Inmates who are not acceptable to the program shall be removed from the ARMY list. a. The Records Supervisor shall complete the ARMY event. The REMARKS section shall be modified "per Salvation Army, not acceptable to the program", followed by the date. A copy of the Salvation Army's letter shall be scanned and attached to the inmate's records. b. It shall be the responsibility of the Salvation Army staff to contact Probation and notify them that the inmate is not acceptable to the program. After the inmate returns to Court, Records will receive a Minute Order that indicates whether or not the inmate can actually be released to the Salvation Army Program. At this point, the inmate's ARMY event shall be completed and a SAGO event shall be initiated. E. When bed space becomes available, Salvation Army will FAX a letter to Jail Records. The letter will indicate the name(s) of the inmate(s) and the date they are to be released to the program. F. The Records Supervisor shall confirm that the inmate has a court order that specifies release to the program, and the subsequent SAGO event. 1. If there is no court order authorizing the inmate for release, contact Salvation Army and notify them that no court order exists for release. It shall be the responsibility of the Salvation Army to contact the court (or Probation) for the release order. 2. Once this has been determined, a PEND event shall be created for 0600 hours for the date of release. G. The inmate will be processed as any other release from the jail. The DIS-TYPE and REL-REAS shall be PROB. The inmates will be released to a representative of the Salvation Army program. H. Court orders for inmates to attend Salvation Army interviews on a specified date other than the pre-designated date will not be released in accordance with the court order. Instead, the Records Supervisor shall contact the court and inform them that the Salvation Army has an interview calendar and the inmate will be scheduled and transported on the next available interview date accordingly. IV. PROGRAM REQUIREMENTS FOR THE SALVATION ARMY ADULT REHABILITATION CENTER (ARC) A. The requirements for the ARC program are set forth by the Salvation Army and are as follows- 1. Ages between 18 and 62 2. Must have seventy-two (72) hours of sobriety 3. No court date or outside business during the first thirty (30) days 5. Social Security card in possession, or Social Security account established so that card can be acquired 6. Ability to read and write 7. Citizen of the United States or resident; alien card in possession with ten (10) years of residence 8. No medical restrictions; ability to lift seventy-five (75) pounds 9. First thirty (30) days on restriction 10. Clean urine sample; seventy-two (72) hours clean time 11. Pass entrance assessment 12. Willingness to complete entire six (6) month program Page 6 of 6
