REFERENCE: Fresno County Administrative Officer's Management Directives,

PURPOSE:
The purpose of this policy is to identify those incidents and situations when a Jail Division
Bureau Commander should be personally notified by the on-duty Watch Commander.
POLICY:
It is the policy of the Fresno County Sheriffs Office Jail Division that the on-duty Watch
Commander shall personally notify the Jail Operations Bureau Commander of any serious
or major incident occurring within the Jail facilities or involving Jail Division employees.
PROCEDURES:
I. NOTIFICATION PRIORITIES
A. Notification as soon as possible:
1. Sudden death or serious injury involving any Jail Division employee
(on-duty or off-duty).
2. Sudden death or serious injury involving any visitor, volunteer,
contracted employee, or other person while inside a Jail facility.
3. Any sudden death involving an inmate.
4. Officer-involved shooting incidents involving a Jail Division
employee.
5. SERT callouts (for approval).
6. Major incidents involving large groups of inmates, or resulting in
serious injuries.

7. Escape or attempted escape from custody (Jail or off-site hospital
facility).
8. Arrest/booking of Sheriffs Office employee, Reserve Deputy or a
public official.
9. Credible threats to members of county government (i.e., board
members, judges, department heads, etc.).
B. Not all possible situations can be identified and the on-duty Watch
Commander is expected to exercise their judgment to notify the Jail
Operations Bureau Commander in other instances, as they deem
appropriate.
C. Notification shall be made either in person or by telephone. In most
instances, a verbal notification will be sufficient, however, a brief
memorandum or other appropriate reports describing the incident may
be necessary, if deemed appropriate or requested. [Refer to Addendum
A for additional notifications and follow-up requirements.]
II. NOTIFICATION CHAIN OF COMMAND
In the event the Jail Operations Bureau Commander is not available or is
unable to be contacted, attempts shall be made to contact the following
personnel in the following order, until one is notified:
1. Jail Medical & Services Bureau Commander
2. Jail Division Assistant Sheriff
3. Undersheriff
4. Sheriff
