REFERENCE: California Code of Regulations, Title 15, Sections 1081 and 1280; Penal
Code Section 6031.1; and Health and Safety Code Section 101045.
PURPOSE:
The purpose of this policy is to establish and maintain acceptable standards of
cleanliness throughout the facility by providing cleaning supplies to inmates on a daily
basis and by having regular inspections of the facility by staff to identify and correct
unsanitary conditions, areas susceptible to breaches of security, and safety violations.
POLICY:
It is the policy of the Fresno County Sheriffs Office Jail Division that all inmates shall
have the responsibility for maintaining their housing areas in a clean and sanitary
condition. Common areas will be maintained in a clean and sanitary condition by
assigned inmate workers under the supervision of staff members.
It shall be the policy of the Fresno County Sheriffs Office Jail Division that inmates in
custody shall be provided with an adequate level of cleaning materials on a daily basis
for the purpose of keeping their housing areas clean.
PROCEDURES:
I. DEFINITIONS
A. HOUSING AREAS - Housing areas include, but are not limited to:
individual cells, dayrooms, showers and shower stalls, floors, walls,
ceilings, bars, glass/windows, air vents, tables, stools, toilets, television
and coffee pot stands and vestibules within or adjacent to a particular
cell or pod area.

B. CLEAN AND SANITARY - Cells shall be inspected for cleanliness during
regular inspections conducted by the Fresno County Department of
Public Health, the Board of State and Community Corrections (BSCC),
and jail staff members.
II. DAILY CLEANING CART
A. Every day after the morning count is secure (approximately 0630), a
cleaning cart containing the following materials shall be made available
to each general population housing unit. Administrative segregation
cells shall have a cleaning cart made accessible for a reasonable and
sufficient length of time each day.
1. One (1) push broom
2. One (1) household broom
3. One (1) dustpan
4. One (1) toilet brush
5. One (1) mop bucket with wringer
6. Two (2) sponges
7. One (1) 16-ounce squirt bottle of all-purpose cleaner (for cleaning
tables, etc.)
8. One (1) 16-ounce bottle of cream cleanser (for showers)
9. Five (5) rags
10. One (1) hand-held shower brush
B. It shall be the responsibility of the housing floor officers to ensure that
each cleaning cart is fully stocked and made available at the assigned
time.
C. The cleaning cart shall remain available to the housing unit until 1000
hours each day, at which time the cart shall be removed and the
cleaning materials inventoried. The all-purpose cleaner and rags may
remain in the pod and be removed after the lunch clean-up process
has been completed.

D. If the supplies on the cleaning cart have been exhausted during the
cleaning period, the housing floor officer shall ensure the supplies are
replenished, as appropriate.
E. The supply of cleaning supplies, mop heads, and rags shall be
restocked by janitorial staff.
F. Each day after meals, a broom, dustpan, cleaning spray and rags will
be provided to the assigned inmate workers to utilize in cleaning the
housing units. If needed, the mop will be provided, as well. All items
will be removed and inventoried after the clean-up process has been
completed.
III. CLEANLINESS AND FACILITY RULES
A. Clean and sanitary conditions apply to all pods, cells, and modules.
1. All inmates share the responsibility for maintaining their housing
areas in a clean and sanitary condition, and orderly manner.
2. Common areas are to be maintained in a clean and sanitary
condition by the assigned inmate workers.
B. The following cleanliness and facility rules shall be enforced:
1. There is an expectation that inmates are to make up their beds
each morning. Beds are to be made anytime the inmate is not in it.
2. All personal property shall be placed on the desk, in the trays
beneath the bunks, or in the storage bins provided. No property
shall be kept or maintained on the floor of the housing area.
3. No clothing, photos, drawings, or any other items may be hung or
attached in any way to the doors, walls, lights or bunks. Such items
shall be considered contraband and may be confiscated and
destroyed, or seized as evidence.
4. Bedding, linen, clothing and towels shall not be hung on the bunks
as curtains or tents. Inmates may temporarily hang a wet towel to
dry, however, the towel shall not be hung in a manner so that it
obstructs the view of the officers, and shall be removed when dry.

5. The windows (including those on doors), vents and light fixtures
shall not be covered, obstructed, or damaged.
6. The walls shall be free of any adornment. There shall be no food,
toothpaste or writing on the walls at any time. If any writing is
present at the time of inspection, the inmate(s) assigned to the area
will be held accountable.
7. All trash shall be placed into the garbage cans provided in the
dayroom area. There will be no paper or garbage allowed on the
floor at any time.
8. Food and garbage shall not be put into the toilets or wash basins.
Toilets and sinks shall be kept clean.
9. All floor drains and grates shall be clean and free from debris.
10. The shower areas shall be cleaned and disinfected.
IV. DAILY HOUSING UNIT INSPECTIONS
A. The floor officers are responsible for the sanitation and cleanliness of
the housing floor. Inmates shall be encouraged to maintain a strict
level of cleanliness at all times.
B. The floor officers shall perform a cleanliness inspection of each inmate
housing area at least once during each shift.
C. The common areas will be inspected each morning. The inmates shall
remain in their cells (or on their bunks in the North Annex Jail) until
after the dayroom has been inspected (approximately 0800 hours).
After the cleanliness has been deemed acceptable, the televisions will
be turned on and the general population and protective custody
housing units will be allowed dayroom access.
V. FAILURE TO PASS DAILY INSPECTION
A. Inmates will not be granted dayroom access until the cleanliness level
is deemed acceptable. If the housing unit fails inspection, the inmates
will remain in their cells (or on their bunks in the North Annex Jail) until
the cleanliness is deemed acceptable. The Facility Sergeant shall be
notified anytime the inmates are not "unracked" by 0830 hours.

B. The housing floor officers may remove the television and/or coffee pot
from any housing area that does not meet the cleanliness standards,
with the approval of the Facility Sergeant.
C. The removal of the items shall be documented via an incident report
(F016) and the OffenderTrak Shift/Unit Log. Both the report and log
shall include the reason for the removal, the name of the Sergeant who
approved the removal, and the duration of time the item(s) was
removed. (See Addendum A.)
D. At the time the television and coffee pot are removed from any housing
unit for purposes of reestablishing an acceptable level of cleanliness, a
fully stocked cleaning cart shall be made available to the affected
housing unit.
E. The television and coffeepot will be returned upon the recommendation
of the housing floor officer, as soon as the cell is clean.
VI. WEEKLY CLEANLINESS AND SECURITY INSPECTION
A. Once each week, according to schedule, an official visual inspection
shall be made by an assigned Sergeant and documented on a Facility
Cleanliness and Security Inspection Report (J-138) form (see
Addendum B). The completed forms shall be forwarded to the Watch
Commander.
1. Based on the Sergeant's judgment, the inmate housing areas which
achieve an acceptable standard of cleanliness may be allowed
after-hours (2300 — 0200 hours) weekend television viewing
privileges during the following week.
2. The weekly inspections shall not be delegated to staff.
B. The cleanliness and security inspection shall focus on the following:
1. All facility housing units shall be inspected for cleanliness
standards.
a. All personal property shall be placed on the desk, in the trays

b. Beds shall be made and all clothing shall be placed neatly
folded on the bed.
2. All areas susceptible to a breach of security (e.g., the recreation
areas, both sides of the visiting rooms, attorney interview rooms,
classrooms, and all windows) shall be inspected. All security
doors, locks, cameras, and other monitoring equipment shall be
confirmed to be in proper working order. Any violations or security
breaches shall be immediately reported and corrected as
appropriate.
3. All areas accessible to inmates shall be surveyed for safety
violations (e.g., hallways, classrooms, gyms). Any safety violations
shall be immediately addressed.
C. The Facility Sergeant shall verify the presence of the required postings
at designated locations and ensure that any missing notices/schedules
are replaced as soon as possible. [Refer to policy E-105/Inmate-Staff
Communications (FILE: COMMUNICATIONS).]
D. The Sergeants making the inspections shall have the responsibility to
ensure that the following transactions are completed:
1. The Sergeant's inspection shall be documented via the Safety
Check system. The Sergeant shall modify the event and enter a
"Comment" to indicate whether the unit passed or failed the
cleanliness inspection.
a. If the unit passed the Sergeant's inspection, and passed all
inspections during the previous week, "PASSED — YES TV"
shall be written.
b. If the unit failed the Sergeant's inspection, "FAILED — NO TV"
shall be written, along with a brief description explaining why the
unit failed.
2. Any necessary facility repairs shall be reported via email to "Jail
Services." [Refer to policy F-210/Maintenance Reporting and
Repairs (FILE: MAINTENANCE REPAIRS).]
3. Any applicable rule violation reports shall be written.

E. There is no requirement that any award be made if, in the opinion of
the inspecting Sergeant, none of the housing units meet an adequate
standard of cleanliness.
VI I. LATE NIGHT TELEVISION
The inmate housing areas that achieve an acceptable standard of
cleanliness may be allowed after-hours weekend television viewing
privileges during the following week.
A. The B-2 Platoon Facility Sergeants shall run the Safety Check System
summary report on Friday to retrieve the list of housing units that are to
receive additional television privileges during the weekend.
B. Additional television time may also be provided for holidays, but not in
a manner that it interferes with court. (For example, if the holiday is on
Monday, late night viewing would be provided on Sunday night, not
Monday.)
Vill. HEALTH INSPECTIONS
A. The county health officer shall investigate health and sanitary
conditions in every jail at least annually. The county health officer shall
submit their report to the Board of State and Community Corrections
(BSCC), the Sheriff, and the Board of Supervisors.
B. Whenever requested by the Sheriff, Board of Supervisors or the
BSCC, but not more often than twice annually, the county health officer
shall investigate health and sanitary conditions in the Jail.
