PURPOSE:
The purpose of this policy is to establish and maintain consistent procedures which
ensure the prompt and proper reporting of all facility malfunctions, equipment
breakdowns, and maintenance repairs.
POLICY:
It is the policy of the Fresno County Sheriffs Office Jail Division to maintain all of the Jail
facilities at an acceptable level of mechanical proficiency and in a condition of
cleanliness, good repair, and safety. All security doors, locks, cameras, alarms, and
other monitoring equipment shall be in proper working order in a manner that maintains
appropriate security and safety for jail staff and inmates. Staff members shall identify
and properly report any known item in need of repair, maintenance and/or modification.
PROCEDURES:
I. DEFINITIONS
A. NON-EMERGENCY REPAIR ORDERS - Any facility malfunction, equipment
breakdown, or maintenance repair that does NOT represent or
constitute a breach of security, or produce an unsafe and/or an extreme
environmental change/condition.
B. EMERGENCY REPAIR ORDERS - Any facility malfunction or equipment
breakdown that requires immediate attention because it constitutes a
breach of security, or produces an unsafe and/or an extreme
environmental change/condition.

II. STAFF RESPONSIBILITY
A. Staff members are expected to be cognizant of the general housing
conditions in their assigned areas and are responsible to be proactive in
reporting needed repairs.
B. Notifications of needed repairs shall be submitted to Jail Services. ALL
requests for service (emergency, as well as non-emergency) shall be
documented and sent via email as follows:
1. Address the e-mail to "Jail Services," via Microsoft Outlook.
2. In the Subject field, indicate the facility, floor and cell location and
the problem being reported (e.g., WJ 4D4 broken window," "NJ2F
leaking sink," etc.). Report only ONE maintenance request per e-
mail. If there are several items to report, it will be necessary to
initiate separate a-mails for each item.
3. In the narrative portion, provide a specific and detailed description
of the problem that requires repair or maintenance attention to
correct deficiencies.
C. Staff members shall not attempt repairs on their own without direction
from a Sergeant.
D. Staff members shall not attempt to notify and/or report needed repairs
directly to any County Maintenance staff member.
E. Suggestions concerning any physical facility alteration shall be made
via email and directed to the Services Sergeant.
III. NON-EMERGENCY REPAIR ORDERS
A. A designated Services Unit staff member will review the emails,
prioritize the repairs needed, and forward the requests to the
appropriate County Maintenance staff members for repair.
B. County Maintenance staff members shall respond to facility repairs on a
priority basis as determined by a County Maintenance supervisor.

IV. EMERGENCY REPAIR ORDERS
A. All emergency repairs shall be reported immediately to the Sergeant
assigned to supervise the affected area.
B. Staff members shall not attempt emergency repairs on their own without
direction from a Sergeant.
C. The Sergeant shall verify and determine the emergency repair needed.
D. If the repair is determined to be an emergency by the Sergeant, the
Sergeant shall immediately notify the Watch Commander and contact
an on-duty Services Officer and inform them of the problem.
E. If an emergency occurs and there is no Services Officer on duty, the
Sergeant shall obtain the Watch Commander's approval prior to
contacting Services Unit staff via the designated cell phone (396-5138).
F. The Services staff member shall be responsible to contact the
appropriate County Maintenance staff member required to rectify the
problem.
G. The Services staff member shall ensure the proper Work Order is
completed as required by County Maintenance.
V. MAINTENANCE WORKERS IN THE HOUSING UNITS
A. Whenever it is necessary for a Maintenance employee to work in an
area where there are inmates present, the on-duty Watch Commander,
in conjunction with the Services Lieutenant or Sergeant, shall determine
the level of security necessary to perform the maintenance work. The
classification of the inmates and the scope of the maintenance work to
be performed shall be taken into consideration when making the
decision.
B. Tool inventory control is essential to facility security. Tools, parts, and
other equipment shall be fully accounted for prior to releasing inmates
into the affected area.
