REFERENCE: California Code of Regulations, Title 15, Section 1029 and Penal
Code Sections 4000, 4011.7 and 4015(b).
PURPOSE:
The purpose of this policy is to establish and maintain the consistent processing of
persons arrested on felony charges who have been hospitalized and are not physically
present at the jail at the time of booking.
POLICY:
It is the policy of the Fresno County Sheriff's Office Jail Division to require that all
arrestees be medically screened prior to acceptance into custody. Arrestees requiring
immediate medical care shall be transported to a hospital or medical facility so that their
medical needs can be addressed prior to booking into the Detention Facility. Arrestees
who require hospitalization will not be accepted as proxy bookings unless the agency
has contracted with the Sheriff's Office to provide guard services.
It is the policy of the Fresno County Sheriff's Office Jail Division to only provide guard
service for hospitalized felons arrested by the Sheriff's Office and other law enforcement
agencies that have contracted with the Sheriff's Office to provide such services.
It is the policy of the Fresno County Sheriff's Office Jail that hospitalized felony
arrestees under guard by the Sheriff's Office will be booked into custody by proxy after
the arrestee has been admitted into the hospital and assigned a room.
It is the policy of the Fresno County Sheriff's Office Jail Division that persons arrested
solely on a misdemeanor charge will NOT be booked into custody by proxy.
It is the policy of the Fresno County Sheriff's Office Jail Division that Community
Regional Medical Center shall be designated as the customary hospital for treatment of
inmates booked by proxy. Exceptions may be approved by the Jail Watch Commander.

PROCEDURES:
I. ARRESTING AGENCY RESPONSIBILITIES
A. It is the responsibility of the arresting agency to seek medical attention for
those arrestees who require medical care, prior to booking.
B. Arrestees who require hospitalization will not be accepted as proxy bookings
unless the agency has contracted with the Sheriff's Office to provide guard
services.
C. Persons arrested by either the Sheriff's Office or an agency that has
contracted with the Sheriff's Office to provide hospital guard service shall
remain in the custody of the arresting/transporting officer until the arrestee is
admitted to the hospital and given a room and bed assignment.
1. Once the arrestee has been admitted into the hospital and assigned a bed
number, the arresting agency shall notify the on-duty Central Control
Sergeant and inform them of the arrestee's name, date of birth, charges,
room and bed number. The Central Control Sergeant will arrange to send
an officer to the hospital to guard the arrestee.
2. The arresting agency shall be responsible to transport the arrest report
and any accompanying paperwork to the Jail Booking area for processing.
The arrestee shall retain their money and personal property until they are
physically processed and housed in the Jail.
II. BOOKING STAFF RESPONSIBILITIES
A. The Booking Officer accepting the paperwork shall notify the Central Control
Sergeant upon the arrival of the arrestee's booking paperwork.
B. The inmate shall be booked as normal, with the following exceptions:
1. The inmate's STATUS shall be set as "Pre-Trial by Proxy".
2. The money and property screens will not be completed until the inmate is
brought to the Jail.

III. SERGEANT RESPONSIBILITIES
A. Arrange for an officer to relieve the arresting agency at the hospital.
B. Create a Hospital Log Book to be sent to the hospital with the relieving officer,
which shall include the following:
1. A copy of a previous PERSON SUMMARY screen or INMATE FULL-
SHEET W/PHOTO report, if available. A copy of the current full-sheet
shall be sent, when available, but will not have a photo.
2. A copy of the CHARGES screen shall be sent, when available.
3. An Inmate Classification Transportation Form. If the inmate has
previously been in custody, contact Population Management for any
special handling concerns for which the guarding officers should be made
aware.
4. Inmate Daily Occurrence Log sheets.
5. Copies of applicable policies.
C. Initiate a move and transfer the inmate from Main Jail 1st Floor to Community
Regional Medical Center (CRMC).
IV. RELEASE FROM THE HOSPITAL
A. The officer guarding the inmate shall notify the Central Control Sergeant
when the inmate is ready to be transported to the Jail (after the doctor has
signed the release, and the inmate's release paperwork and medication(s)
are ready).
B. The Central Control Sergeant shall arrange for a Transportation Officer to
pick up and transport the inmate to the Jail.
V. TRANSPORTATION OFFICER RESPONSIBILITIES
A. The Transportation Officer shall transport the inmate, their property and
money in through the Booking Intake door.
B. To help facilitate the intake process, the Transportation Officer shall perform
the following:
1. Fill out a money and property envelope.

2. Give the medical paperwork, money and property envelope to the
receiving Booking Officer.
3. Direct the inmate through the intake process and assist the Booking
Officer as needed (i.e., Live ID/fingerprint, photograph, metal detector).
4. Place the inmate into the appropriate pre-book cell to continue the booking
process.
5. Notify Population Management of the inmate's arrival to the facility.
6. Take the Inmate Daily Occurrence Log sheets to Jail Records to be
scanned into the inmate's records.
7. Return the Hospital Log Book to the Central Control Sergeant.
VI. PROCESSING THE INMATE INTO THE JAIL
A. The Booking Officer accepting the money and property shall-
1. Initiate a move and transfer the inmate from the hospital to the Main Jail
1st Floor.
2. Modify the inmate's STATUS from "Pre-Jail by Proxy" to "Pre-Trial in Jail".
3. Enter the money amount into the inmate's account.
4. Initiate a Visual Body Cavity Search Assessment and Authorization (J-
101) form and assess the need to strip search the inmate.
5. Ensure the inmate is provided with reasonable access to a telephone.
B. A designated Booking Officer shall:
1. Update the inmate's property screen.
2. Create a wristband and attach it to the inmate's wrist.
