REFERENCE: Fresno County Sheriff's Office Policy and Procedure Section 102.
PURPOSE:
The purpose of this policy is to establish a consistent method for organizing tours of the
Fresno County Sheriffs Office Jail Division facilities in order to maintain accountability of
civilian guests and preserve the security of the facility.
POLICY:
It is the policy of the Fresno County Sheriffs Office Jail Division to promote good relations
with the public and appropriate professionals. The Jail Division encourages and may grant
tours to public organizations; youth, school and church groups; news media; community
leaders; law enforcement; and other corrections professionals for academic,educational,or
professional purposes.
PROCEDURES:
I. GROUP/ORGANIZATION TOURS
A. Groups and organizations wishing to tour the facilities shall be directed to
contact the designated sergeant tasked with coordinating facility tours at
(559) 600-8725. Although conducting tours is a collateral duty, for the
purpose of this policy, that sergeant shall be referred to as the "Tour
Sergeant".
B. The Tour Sergeant will be responsible to schedule the tour, and to notify the
person requesting the tour of the following:
1. The Fresno County Sheriff's Office maintains a NO HOSTAGE facility
and will not consider bargaining with hostage takers for ANY reason.

2. All participants shall be required to complete and sign an Agreement
Assuming Risk of Injury or Damage Waiver and Release of Claims (J-
180) form.
3. Members of the group must dress in compliance with the Visitor Dress
Code. Dresses and skirts should be discouraged (unsuitable when
touring the elevated exercise yard). Comfortable and sensible walking
shoes are recommended.
4. All members of the group must clear the metal detector or they will not
be permitted access into the facility.
5. Purses, backpacks, briefcases, cell phones and other personal effects
will not be allowed into the secured areas of the facility.
6. The Jail is frequently a hostile, unpredictable and unpleasant
environment. Tour members may be subjected to vulgar and/or
obscene manners of communication.
7. Members of the tour will not be permitted to converse or communicate
with the inmates.
8. The tour is subject to cancellation without notice should it be determined
that safety and/or staffing levels are inadequate to conduct the tour.
C. The Tour Sergeant shall ascertain the size and scope of the tour. The size
of each tour group should not exceed ten (10) persons. Groups that
exceed ten (10) persons should be divided into smaller groups. The Tour
Sergeant will be responsible to arrange for additional personnel to assist in
providing multiple tours.
II. PERSONNEL RESPONSIBILITIES
A. Tours are normally conducted by the Tour Sergeant, but may be conducted
by any Jail Division personnel.
B. If the tour is conducted on overtime, the Administrative Sergeant shall be
responsible to initiate a TeleStaff transaction for the staff member assigned
to conduct the tour.
1. The assignment post can be found under the pre-defined drop-down
roster "Detention Misc." Select "Tour", enter the officer's name under
"Tour Guide" and modify the time accordingly.
2. The name of the organization, the number of tour members, and the

age of the group shall be documented in the NOTE section.
C. When the tour group arrives, the Lobby Officer shall inform the Tour
Sergeant (or the designated staff member assigned to conduct the tour).
1. Tour members will be required to clear the metal detector before
entering the facility.
2. Tour members will not be required to submit identification orweara Jail-
issued pass.
D. The Tour Sergeant (or other designated staff member conducting the tour)
shall:
1. Collect the waiver forms and ensure that each member of the tour has
submitted a completed and signed waiver form. No member of the tour
shall be permitted entry into the facility without a signed waiver.
2. Remain with the group at all times.
3. Not point out or identify individual inmates, nor shall any inmate's
charges be discussed.
4. Ensure that the tour does not disrupt the regular activities of the areas
being toured or violate inmate privacy.
5. Forward the waiver forms to the Administrative Office Assistant.
E. The Administrative Office Assistant shall-
1. Document the tour on the tour tracking spreadsheet located in the G-
drive [G/Jail/Custody/Tours/(year)(mo nth)].
2. Scan the waiver forms into the G-drive [G/Jail/Custody/Tours/
Authorization Form s/(year)/(m onth)].
F. Jail personnel are expected to cooperate with the staff member conducting
the facility tour and to behave in a professional manner.
III. INDIVIDUAL/PERSONAL TOURS

A. The staff member performing the tour shall notify the Administrative/Central
Control Sergeant. The Sergeant shall be responsible to-
1. Determine if any limitations need be placed on the tour, based on facility
activity.
2. Document the tour on the tour tracking spreadsheet located in the G-
drive, or provide the relevant information to the Administrative Office
Assistant, who will be responsible to record the information.
B. Visiting guests over the age of eighteen (18) shall be required to:
1. Complete and sign a waiver form. It shall be the responsibility of the
person conducting the tour to ensure that the form is completed and
submitted to the on-duty Watch Commander.
2. Surrender their identification to the Lobby Officer. They will be issued
and required to wear a visitor's pass while touring the facility.
C. Visiting guests under the age of eighteen (18):
1. Must have parental permission and a waiver form completed by their
parent or guardian prior to entry. Minors may enter the facility without
identification, however, their entrance into (and exit from) the facility
shall be duly noted by Lobby staff.
2. It is not necessary for employees to complete waiver forms fortheir own
minor children.
