PURPOSE:
The purpose of this policy is to outline established minimum training requirements for
correctional staff members.
POLICY:
It is the policy of the Fresno County Sheriffs Office Jail Division that all correctional
personnel shall satisfactorily complete the minimum training requirements as established by
the Standards & Training for Corrections (STC) division of the Board of State and
Community Corrections (BSCC), and set forth in Title 15 of the California Code of
Regulations.
It is the policy of the Fresno County Sheriffs Office Jail Division that all correctional
personnel shall be in full compliance with the standards and requirements set forth by STC
no later than June 30 of each year.
It is the policy of the Fresno County Sheriffs Office Jail Division to be in full compliance with
training requirements set forth in the adopted standards of Public Law 108-79 (the Prison
Rape Elimination Act of 2003) and to comply with training mandates set forth by consent
decree.

PROCEDURES:
I. DEFINITION
TRAINING YEAR: The fiscal year beginning July 1 and ending June 30.
II. CORRECTIONAL OFFICER TRAINEES
Correctional Officer Trainees shall satisfactorily complete the following:
A. The basic "Adult Corrections Officer Core Course," as mandated by
Standards & Training for Corrections (STC) requirements.
1. Entry-level core training consists of a minimum of 176 hours and shall
be completed in the first year of employment. Title 15,Sections 179 and 1020
2. New hires who have previously completed the Peace Officers
Standards and Training (POST) Basic Academy Course for peace
officers may alternatively attend the "Adult Corrections Officer
Supplemental Core Course." Training consists of a minimum of 56
hours and shall be completed in the first year of employment.

B. "Officer Enhancement Training." Enhancement Training includes a
minimum of thirty-two (32) hours of instruction, incorporating, but not
limited to the following:
1. First aid, cardiopulmonary resuscitation (CPR), and Automated
External Defibrillator (AED) usage. Title 15,Section 180
2. The Americans with Disabilities Act (ADA), inmates with disabilities,

3. Recognizing and responding to mental illness. Remedial Plan

4. Prison Rape Elimination Act (PREA). The training shall include
instruction related to the prevention, detection, reporting and response
to inmate sexual abuse. 28 CFR

C. PC 832 Training. Training shall be completed within 90 days following the
date of the initial assignment, and includes: Penal Code 831.5(c)
1. Laws of Arrest Training. Training consists of 40 hours of instruction
addressing the Criminal Justice System, search and seizure, and
evidence. POST Administrative Manual, D-1-7
2. Firearms Training. Training consists of 24 hours of instruction in the
carrying and use of firearms. POST Administrative Manual, D-1-7
D. The Jail Training Officer (JTO) Program. The program provides the new
correctional officer with 14 weeks of intensive on-the-job training.
III. CORRECTIONAL OFFICERS I, II, AND III
Correctional Officers I, II, and III shall attend a minimum of twenty-four (24)
hours of certified STC training each training year, to include, as applicable:

A. No less than eight (8) hours of First Aid and CPR Refresher Training
including AED every two (2) years. Title 22,Section 100022
B. A minimum of eight (8) hours of current medical/mental health issues, in
compliance with the accreditation standards set forth by the California
Medical Association, every two (2) years. Such training is in addition to
the mandated First Aid and CPR/AED training.
#204/Basic Training for Correctional Personnel
C. Annual training on Suicide Awareness and Prevention. Such training shall
be provided by a licensed clinician having expertise in correctional suicide
prevention and the use of a suicide risk assessment form.

D. Annual training that reinforces the importance of communication skills in
relationship to a correctional facility environment. Remedial Plan Iv.C.1
E. All employees who may have contact with inmates shall receive annual
refresher training on PREA and the zero-tolerance policy for sexual abuse
and sexual harassment. 28 CFR

F. ADA training shall be provided as needed, on an ongoing basis.

G. Periodic training on how to recognize symptoms of mental illness and
respond appropriately. Such training shall be conducted by a registered
nurse and shall include instruction on how to recognize and respond to
mental health emergencies. Remedial Plan

H. Training in fire and safety emergency/disasters, and use of emergency

1. Mock fire drills shall be conducted to make staff familiar with safety
procedures and evacuation methods. Remedial Plan IV.H.2
2. Fire and Life Safety/evacuation procedures shall be conducted on each
shift, by shift supervisors on an as-needed basis.

IV. CORRECTIONAL OFFICERS IV
In addition to the minimum of twenty-four (24) hours of annual certified STC
training required for Correctional Officers I, II, and III (see Section III),
Correctional Officer IV's shall complete a sixteen (16) hour Jail Training Officer
Program for Trainers (T4T) within one (1) year from date of assignment.
V. SERGEANTS
A. Within one (1)year from date of assignment, Correctional Sergeants shall
complete the following:
1. An eighty (80) hour Supervisory Core Course as mandated by STC
requirements or a certified Supervisory Training Course per Peace
Officer Standards and Training (POST). Title 15,Sections 181 and

2. Custody Incident Command course.
B. Sergeants shall complete a minimum of twenty-four (24) hours of annual
certified STC training. Title 15,Section 184
VI. LIEUTENANTS
A. Within one (1) year from date of assignment, Correctional Lieutenants
shall complete the following:

1. The Basic POST Academy (minimum of 664 hours).

2. An eighty (80) hour STC Manager/Administrator Core Course. The
POST-certified Management Training Course or the Executive
Development Course may be substituted for the core course.

B. Lieutenants shall complete a minimum of twenty-four(24) hours of annual
certified STC training. Title 15,Section 184
VI I. CAPTAINS
The Captains assigned to supervise the Jail Division shall complete a
minimum of twenty-four (24) hours of annual certified STC annual training.

Vill. SPECIALIZED POSITIONS
All specialized correctional positions will attend and complete any training
course that develops, maintains or enhances their job skills, as deemed
necessary and approved by the Bureau Commander.
IX. NON-SWORN STAFF TRAINING
Support staff personnel will attend and complete all training required by legal
mandate and/or determined by appropriate levels of management to be
needed for effective performance of present or future assignments.
