CIVILIAN STAFF B-105 FRESNO COUNTY SHERIFF'S OFFICE JAIL DIVISION POLICIES AND PROCEDURES TITLE: CIVILIAN STAFF EMERGENCY NO: B-105 FILE: CIVILIAN STAFF EFFECTIVE DATE: 03-05-90 REVISED: 07-01-99, 08-01-03 AUTHORITY: Sheriff J. Zanoni APPROVED BY: Captain J.Flores REFERENCE: Title 15, Section 1029(a)(7). PURPOSE: The purpose of this policy is to establish and maintain facility security along with staff and inmate safety as it pertains to civilian staff members in the event of an emergency situation. POLICY: It is the policy of the Fresno County Sheriffs Department Detention Bureau that civilian personnel shall maintain the security of the facility by reporting situations which may constitute an emergency to correctional staff, and by following the orders of correctional staff members in the event of an emergency situation. PROCEDURES: I. DEFINITION A. Civilian staff members are those persons employed or contracted with the County of Fresno to provide support services to the Detention Bureau. B. Civilian staff members consist of the following personnel- 1. Medical staff members employed by the Health Department 2. Mental health staff members 3. Food service staff members 4. Religious workers and chaplains 6. Office Assistants 7. Janitorial staff members 8. Identification Bureau staff members 9. Library staff members 10. County Maintenance staff members 11. Any other county employee who accesses the jail in a non-custodial function II. CIVILIAN STAFF MEMBER RESPONSIBILITY IN THE EVENT OF AN EMERGENCY A. In the event of an emergency or in any situation which may constitute an emergency (e.g., fire, escape, suicide, disturbance, inmate injury), civilian staff members shall immediately report the incident to Central Control or other available correctional staff member. B. Civilian staff members shall not initiate action on their own to intervene in the emergency without direction from correctional staff members. C. Civilian staff members shall at all times follow the orders of correctional staff members during an emergency. D. If possible, civilian staff members shall ensure that the area affected by the emergency is locked and secured until correctional staff members arrive at the scene. E. Civilian staff members who observe an emergency situation shall write an incident report and forward it to the Facility Sergeant. A copy shall be forwarded to the civilian staff member's immediate supervisor. Page 2 of 2
