REFERENCE: Penal Code Section 4020; Title 15, Section 1267; and Title 16,
Sections 979 and 980; and Fresno County Sheriff's Office Policies
and Procedures Section 102.
PURPOSE:
The purpose of this policy is to establish and maintain a consistent method for allowing
inmates access to haircuts.
POLICY:
It is the policy of the Fresno County Sheriffs Office Jail Division that every inmate shall
have access to a haircut at least once a month.
It is the policy of the Fresno County Sheriffs Office Jail Division that every inmate, except
those who may not shave for reasons of identification in court, shall be allowed to shave
daily.
It is the policy of the Fresno County Sheriffs Office Jail Division that all equipment shall be
disinfected, before use, by a method approved by the State Board of Barbering and
Cosmetology.
PROCEDURES:
I. INMATE HAIRCUTS
A. Inmates shall be allowed to receive hair care services at least once a
month.
B. Inmates must submit an Inmate Request Form requesting a haircut.
C. Haircuts will be performed on Saturday and Sunday during the day shift.

D. No more than one (1) inmate shall be allowed to wait for a haircut in the
area where the haircuts are being performed. The inmate waiting must be
from the same housing unit as the inmate currently getting their hair cut.
II. BARBERS
Barbers shall be approved and assigned by Population Management staff. It is
preferable if inmates appointed as barbers have haircutting experience,
however, there shall be no expectation that the facility must use barbers
licensed by the State Board of Barbering and Cosmetology.
III. BARBER SUPPLIES AND EQUIPMENT
A. Each barber kit shall include the following items, which shall be inventoried
prior to use and upon retrieval:
1. One (1) electric clipper
2. Four (4) clipper guards
3. One (1) can of clipper disinfectant (e.g., Clippercide)
4. One (1) bottle of clipper oil
5. One (1) clipper cleaning brush
6. Two (2) combs
7. One (1) smock
8. One (1) apron
9. Two (2) nail clippers (one of each size)
10. One (1) pair of scissors (females only)
11. One (1) spray bottle (females only)
B. It is not necessary to have a sink available in the area designated for hair
cutting.

IV. DISINFECTING THE EQUIPMENT
A. Before use upon an inmate, the scissors and combs shall be cleaned with
soap (or detergent) and water and then totally immersed for at least ten
(10) minutes in either:
1. 70% isopropyl alcohol, or
2. An EPA-registered disinfectant (e.g., Barbicide) with demonstrated
bactericidal, fungicidal, and viricidal activity used according to
manufacturer's instructions. The disinfectant shall remain in the security
station.
B. Clippers shall be disinfected prior to each use by:
1. First removing all foreign matter, and
2. Disinfecting with an EPA-registered disinfectant(e.g., Clippercide), used
according to manufacturer's instructions.
V. STORAGE OF DISINFECTANT AND EQUIPMENT
A. The disinfectant solutions shall remain covered at all times and be changed
at least once per week or whenever visibly cloudy or dirty.
B. All non-disinfected instruments shall be placed in a properly labeled
receptacle.
C. All disinfected instruments shall be stored in a clean, covered place.
VI. CURLING IRONS AND BLOW DRYERS
A. Curling irons and blow dryers shall be distributed to the general population
female inmates with the cleaning carts on court days.
B. The curling iron and blow dryer shall be removed from the housing unit at
1330 hours each day and stored in a secure area.
C. The curling irons and blow dryers are not distributed on weekends or
holidays.

VI I. DOCUMENTING THE HAIRCUT
The haircut shall be logged via the OffenderTrak system (Miscellaneous/
Scheduling/Barber— Haircut).
Vill. ORDER TO CUT HAIR
A. An inmate's hair shall be cut when ordered in writing by the board of health,
the Board of Supervisors, or the County physician, for the purpose of:
1. Protecting the public health
2. To prevent the introduction or spreading of disease
3. To improve the health of criminals under sentence
B. The inmate(s) must have been convicted of a misdemeanor and sentenced
to at least fifteen (15) days. The hair shall be cut to a uniform length of one
and one-half(1 '/2) inches from the scalp.
C. A copy of the order shall be scanned into the inmate's records.
