Mims APPROVED BY: Assistant Sheriff T. Gattie REFERENCE: Fresno County Sheriff's Office Policies and Procedures Manual Sections 102. PURPOSE: The purpose of this policy is to ensure consistent processing and accurate identification of each arrestee booked into the Fresno County Sheriffs Office. POLICY: It is the policy of the Fresno County Sheriffs Office Jail Division that all arrestees presented to the Fresno County Jail shall be LiveScanned by the arresting agency prior to acceptance, unless the arresting agency has contracted with the Sheriff's Office to provide such services. Arrests made by County, State, or Federal agencies;authorized taskforces; those arrested solely for public intoxication or parole violations; and proxy bookings are not required to be LiveScanned prior to acceptance. It is the policy of the Fresno County Sheriffs Office Jail Division that all arrestees shall have their identities verified at the time of acceptance through use of the LivelD device, which will capture electronic fingerprint images and verify those prints against the Automated Fingerprint Identification Systems (AFIS) database. It is the policy of the Fresno County Sheriffs Office Jail Division to assign preexisting Jail Identification (JID) numbers to arrestees at the time of intake via OffenderTrak. If a pre- existing identification number is not located, a new JID numberwill be issued automatically by OffenderTrak. The Booking I Officer shall attempt to verify the identity of all arrestees using the LivelD system, prior to acceptance into the facility. If the arrestee is not identified by LivelD (e.g., those arrested solely for public intoxication or parole violations), the arrest tag shall be stamped with the "No LivelD" stamp and forwarded to the Identification Bureau. B. When the arrestee is in the database, the screen will return with a photo (if available), name, DOB, FRT number and the JID number (if available) of the identified person. The arrestee shall be booked using that information. 1. If the system identifies the arrestee to be someone different than the name that appears on the arrest tag, the arrest tag shall be returned to the arresting agency for correction, along with a copy of the LivelD screen. 2. If the agency insists that the arrestee be booked using the "wrong" information, book the arrestee using the LivelD JID and list the LivelD name as an AKA. C. If the system returns a name that is obviously not correct (e.g., wrong sex, race, etc.), accept the arrestee into custody and notify the Sheriff's Technical Assistance Center immediately(442-6996). Contact and request that Identification Bureau obtain a positive identification prior to booking. II. RELEASES A. The Lobby Officer shall verify the identity of all inmates prior to release from the facility. 1. All inmates shall have their thumbs electronically scanned via the LivelD system. If the JID information matches the inmate, no further identification is required. 2. If the inmate's identity cannot be confirmed via the LivelD system, the inmate shall be required to answer various identifying questions (e.g., social security number, date of birth, names of persons on visiting list, etc.). If the inmate's identity matches to another person's information, notify the Records Supervisor and Identification Bureau staff immediately. Do NOT release the inmate. B. The Lobby release vestibule door shall NOT be opened until ALL inmates in the vestibule have been properly identified. This includes opening the door(s) for the passage of officers through the vestibule area. III. LivelD PROCEDURES The LivelD system automatically launches when the Booking/Lobby computers are logged on. To utilize the system: A. Click the CAPTURE button. B. Instruct the inmate to place their thumb on the device (one at a time, as directed by the system). Be sure to remove the thumb after the system has scanned the print. If the thumb is left on the device too long, the system might scan the same thumb twice. C. Once both thumbs are scanned, click the SAVE button. Although the system will retrieve the results almost instantaneously, the system will only auto-refresh every 30 seconds. To avoid the delay and speed up the process, click the REFRESH button after 5-10 seconds. D. If a positive identification has been obtained, the transaction will return with the status message: "HIT/WAIT FOR VIEWING". 1. Double click the HITIWAIT FOR VIEWING cell to view the results. 2. Compare the photograph (if available) and the information on the screen with the arrest paperwork to ensure the information matches. If the information does not match, PRINT the screen and give it to the arresting agency. 3. Write the JID and FRT numbers on the arrest tag. 4. Click the QUIT button to exit the review screen . LivelD will return to the main screen. E. If no match occurs, the status message will read "NO HIT/FINISHED". Stamp the paperwork with the "No LivelD" stamp and forward to the Identification Bureau for processing and identification. Page 3 of 3
