PURPOSE:
The purpose of this policy is to maintain staff, inmate safety, and facility security by
preventing the intentional and unintentional introduction of contraband into secured areas
of the facility.
POLICY:
It is the policy of the Fresno County Sheriffs Office Jail Division that large personal effects
such as backpacks, sport bags, and briefcases shall not betaken to duty stations within the
secured areas of the facilities. Employees shall utilize lockers provided in the designated
employee dressing areas to hold personal effects not allowed into the secured areas ofthe
facilities by this policy.
PROCEDURES:
I. DEFINITIONS
SECURED AREA: is any area of the facilities in which access is controlled or
restricted. Areas where inmates may have access are considered to be
"controlled" (e.g., inmate housing floors, court holding, attorney interview
rooms, medical treatment rooms),whereas areas that are limited to authorized
personnel are considered to be "restricted" (e.g., security stations, Central
Controls, booking office, medical offices, Main Jail 2nd floor Administrative area,
staff dining rooms).
NON-SECURED AREA: is any area within the facilities where the public generally
has unrestricted access (e.g., lobbies).

DUTY STATION: any post or duty assignment, regardless of whether or not it is
within a secured area.
ILLEGAL CONTRABAND: includes any item that is prohibited by any California
criminal statute (e.g., Penal Code, Health and Safety Code, etc.).
II. ITEMS CONSIDERED TO BE PERMISSIBLE
A. Items that may be taken to duty stations are limited to the following:
1. Items allowed by the Sheriff's Office uniform policy (e.g., eyeglasses
and specified jewelry).
2. Items allowed by the Jail Division's policies and post orders (e.g.,
writing utensils, policies and procedures, and training materials).
a. Officers may purchase and assemble (at their own expense) a
binder for training materials.
b. A zipper pouch may be utilized to hold writing implements in the
binder.
3. Medical aids and implements (e.g., hearing aids and prostheses).
4. Medications which require immediate use (e.g., asthma inhalants, heart
medications, etc.) that have been prescribed by a licensed physician
and approved by the Watch Commander.
5. Personal hygiene items, lip balm, lipstick, hand sanitizer, eyedrops.
6. A lunch sack or insulated tote not exceeding 12" x 10" x 8". The lunch
sack may be taken to the duty station, however, food may not be eaten
while on duty and/or at a duty station.
7. Travel mugs with spill-resistant lids and plastic bottles with screw-top or
pop-up lids.
8. Personal electronic devices —which may be used in designated break
areas while on break or at lunch, but not while on duty and/or at a duty
station.
B. In addition to a lunch sack, employees may carry the above-listed and
approved items in a container no larger than 8 '/2" x 11" x 4".

C. Stab vests may be carried to duty stations in the issued stab vest carrier.
The carrier shall not be utilized to carry other items.
D. Posse boxes may be utilized to secure evaluations and other confidential
material (i.e., by Sergeants and JTO's).
E. Any item not specifically addressed by this policy must be approved by a
Watch Commander.
III. UNAUTHORIZED ITEMS
A. Unauthorized personal effects shall be stored in the lockers provided in the
designated employee dressing areas.
1. If a large personal effect such as a backpack, sport bag, or briefcase is
found in a security station, the discovering officer shall notify the
appropriate Sergeant.
2. The Sergeant shall initiate a Supervisor's Incident Report (J-122), if
appropriate.
B. If illegal contraband is found in a security station or other restricted area,
the discovering officer shall:
1. Treat the area as a crime scene.
2. Notify the appropriate Sergeant. The Sergeant shall be responsible to
notify the Watch Commander.
C. Firearms are not permitted within secured areas of the facilities, with the
exception of Sheriff's employees while on the Main Jail 2nd floor
Administrative area or in the North Annex Jail Dining Room.
