INSPECTIONS & SUPERVISION A-110 FRESNO COUNTY SHERIFF'S OFFICE JAIL DIVISION POLICIES AND PROCEDURES TITLE: STAFF SUPERVISION AND FACILITY INSPECTIONS BY JAIL MANAGEMENT NO: A-110 FILE: INSPECTIONS & SUPERVISION EFFECTIVE DATE: 08-06-90 REVISED: 12-25-94, 06-04-95, 11-01-96, 07-01-99 08-01-03, 06-01-06, 07-01-20 AUTHORITY: Sheriff J. Zanoni APPROVED BY: Assistant Sheriff T. Gattie REFERENCE: California Code of Regulations, Title 15, Section 1029; and Fresno County Administrative Officer's Management Directives, Section 110. PURPOSE: The purpose of this policy is to establish a consistent method for the regular supervision and inspection of each jail facility by supervisory and management staff. POLICY: It is the policy of the Fresno County Sheriffs Office Jail Division that each Facility Sergeant and Watch Commander shall personally visit and inspect the overall condition of each jail facility as outlined below. The inspections are to be unannounced and should assess security measures, housing conditions, and the quality of supervision inmates are receiving. PROCEDURES: I. SUPERVISOR RESPONSIBILITIES A. Sergeants are responsible to conduct unannounced rounds on all shifts. Each Facility Sergeant shall personally visit each housing floor under their supervision a minimum of three (3) times per 12-hour shift in order to ensure adequate supervision and evaluate employee performance. The Sergeant is required to take all reasonable steps to determine that each employee under their supervision performs their duty completely and promptly and complies with all rules, standards, orders, and policies of the Sheriff's Office. Documentation of the visits shall be logged in the Safety Check System (ACTION = Supervisor Check). At least once each week, according to schedule, an official visual inspection shall be made of each housing floor by an assigned Sergeant. The Sergeant shall personally conduct a cleanliness and security inspection,walking through all housing units and other areas accessible to inmates, including all areas susceptible to a breach of security. The Sergeant should also pay attention to any health or hygiene problems, maintenance issues, security issues and overall housing conditions. Documentation of the inspections shall be logged in the Safety Check System (ACTION = Cleanliness Inspection). Refer also to policy F-110/Cleanliness and Security Inspections (FILE: INSPECTIONS) for the procedures addressing daily inspections performed by housing officers and the weekly supervisor inspections performed by Sergeants. II. LIEUTENANT INSPECTIONS A. Each Watch Commander shall personally visit each housing floor and operational area a minimum of once each week during the course of their assigned shift to ensure adequate supervision at the administrative level. B. At least once a month, each Watch Commander shall personally conduct an inspection of each facility. The inspection shall be conducted in the form of a security check, and includes surveying all dayroom areas and paying attention to the overall housing conditions. At least one housing unit on each floor shall be randomly selected for inspection. (Refer to Ad d . d.u.m_A. for schedule.) C. At least once a month, each Watch Commander shall personally visit the hospital and other off-site behavioral health treatment facilities to assess security measures and the quality of supervision inmates are receiving. The Watch Commander shall document the visit in the hospital log book. D. At least once per quarter, the Services Lieutenant shall personally conduct an inspection of each facility, which includes walking through all housing units. The inspection shall be conducted in the form of a security check paying attention to any maintenance issues, security issues, and overall housing conditions. Page 2 of 3 FRESNO COUNTY SHERIFF'S OFFICE JAIL DIVISION POLICIES AND PROCEDURES TITLE: STAFF SUPERVISION AND FACILITY INSPECTIONS BY JAIL MANAGEMENT NO: A-110 FILE: INSPECTIONS & SUPERVISION E. The documentation of these inspections shall be logged in the Safety Check System (ACTION = Watch Commander). Any deficiencies identified should be reported to the Bureau Commander and discussed during the monthly Jail Command Staff meetings. III. BUREAU COMMANDER INSPECTION AND OPERATIONS REVIEW A. At least once each calendar year, the Jail Operations Bureau Commander shall personally conduct an inspection of each facility. The inspection shall be conducted in the form of a security check and should be unannounced. Documentation of the inspection shall be logged in the Safety Check System (ACTION = Bureau Commander). B. Regular operations reviews are conducted during the monthly Jail Command Staff Quality Assurance Review meetings. (Refer also to policy A-135/Quality Assurance Review [FILE: QUALITY ASSURANCE].) IV. INSPECTIONS ARE TO BE UNANNOUNCED Inspections should reflect the typical state of the facility. With the exception of the official cleanliness inspection, all inspections addressed in this policy are to be unannounced. Supervisors shall prohibit staff from alerting other staff members that supervisory/administrative facility inspections are occurring (or have been scheduled to occur). Page 3 of 3
