SUGGESTIONS A-140 FRESNO COUNTY SHERIFF'S OFFICE JAIL DIVISION POLICIES AND PROCEDURES TITLE: STAFF MEMBER SUGGESTIONS NO: A-140 FILE: SUGGESTIONS EFFECTIVE DATE: 12-17-90 REVISED: 11-04-91, 12-25-94, 07-01-99, 08-01-03 06-01-06, 02-01-20 AUTHORITY: Sheriff J. Zanoni APPROVED BY: Assistant Sheriff T. Gattie REFERENCE: Fresno County Administrative Officer's Management Directives, Section 110. PURPOSE: The purpose of this policy is to provide, encourage and maintain channels of communication which allow staff members the opportunity to make suggestions concerning the efficient and safe operation of the Jail Division. POLICY: It is the policy of the Fresno County Sheriffs Office Jail Division that staff members are encouraged to make suggestions concerning the efficient and safe operation of the Jail Division. PROCEDURES: I. EMPLOYEE SUGGESTIONS A. The Bureau Commanders welcome and encourage suggestions from employees. A suggestion is a constructive idea which, when implemented, improves operations and services (e.g., increases productivity or efficiency, saves money, reduces or eliminates safety hazards, improves procedures, etc.). B. Any staff member who has a suggestion that they would like to express may do so by submitting a memo to their Sergeant, Watch Commander, Unit Commander, or Bureau Commander. Written suggestions should include three elements: 1. A statement of the problem or area for improvement. 2. A practical, specific solution to the problem identified. 3. Employee suggestions shall be reviewed by designated staff members and an appropriate response concerning the suggestion should be returned to the employee making the suggestion. II. EMPLOYEE OBSERVATIONS The following are not considered suggestions, but should be brought to the attention of a supervisor, if necessary: 1. Personal complaints or grievances. 2. Changes that can be made within the scope of the employee's authority or responsibility. 3. Matters concerning routine maintenance and repair. 4. Matters concerning policies and procedures that are not being followed or applied properly. 5. Suggestions that propose changes to salaries, benefits, or employment classifications. Page 2 of 2
