WRISTBAND C-110 FRESNO COUNTY SHERIFF'S OFFICE JAIL DIVISION POLICIES AND PROCEDURES TITLE: IDENTIFICATION WRISTBAND NO: C-110 FILE: WRISTBAND EFFECTIVE DATE: 12-18-89 REVISED: 12-25-94, 08-03-95, 09-01-99, 11-01-05, 07-01-09 AUTHORITY: Sheriff J. Gattie REFERENCE: California Code of Regulations, Title 15, Sections 1029 and 1041; and Fresno County Sheriff's Office Policies and Procedures Section No. 102. PURPOSE: The purpose of this policy is to maintain an accurate and readily accessible method of properly identifying each inmate in custody. POLICY: It is the policy of the Fresno County Sheriff's Office Jail Division to require that every inmate in custody be issued and required to wear an identification wristband. The identification wristband shall be utilized for confirming the proper identity of inmates for any facility movement and specifically for medication, commissary, mail and roll call. PROCEDURES: I. YELLOW IDENTIFICATION WRISTBANDS A. All inmates in custody are issued and required to wear an identification wristband. Inmates who will not be assigned to a housing unit (i.e., persons booked with a PC647(f) or a citable charge) will be issued a yellow identification wristband. 1. Persons charged with PC647(f) shall have the following information handwritten on their wristband at the time of intake: a. Arrestee's name b. "PC647(f)" c. Date of birth d. Booking number and jail identification (JID) number 2. Persons arrested on a citable charge shall have the following information handwritten on their wristband at the time of booking: a. Arrestee's name b. "CITE" c. Date of birth d. Booking number and jail identification (JID) number B. If, during the booking process, the arrestee is found to have a warrant or otherwise needs to remain in custody, the yellow wristband shall be cut off and replaced with a red wristband. II. RED IDENTIFICATION WRISTBANDS A. All inmates who will remain in custody (i.e., will not be released after completing the booking process) shall be issued a red identification wristband at the time of booking. B. The wristband information shall be obtained by printing a color copy of the Offendertrak "Inmate Half Sheet w/Photo" report. The bottom portion of the report will be utilized for the wristband and contains the following information in a computer-generated format: 1. Arrestee's booking photo 2. Arrestee's name 3. Booking number and jail identification (JID) number 4. Identifying bar code C. The identification wristband shall be created by cutting out the wristband portion of the report (approximately 1" x 3 '/2") and inserting it into the slotted window on the wristband. The wristband is then ready to be laminated. 1. Each wristband shall be laminated individually. 2. Place the wristband between the two pieces of the laminator's cardboard carrier sleeve. Ensure that the pressure of the laminator does not push the wristband out of the sleeve as it passes through the laminator (this can cause the wristband to melt to the heated rollers). III. APPLICATION OF IDENTIFICATION WRISTBANDS A. The identification wristband shall be attached to the inmate's right wrist, loose enough to provide adequate blood circulation, but tight enough so that it cannot be easily removed by the inmate. 1. If the wristband cannot be attached to the right wrist, it shall be placed on the left wrist. 2. If the wristband cannot be attached to either wrist, it shall be placed on the right ankle. B. The wristband shall be attached so that the bottom of the information area is closest to the hand and the excess portion does not obstruct the information section. C. The identification wristband shall be secured on the wrist by inserting the male portion of the dual-grip fastener (the prongs) through the holes on the wristband. Place the female half of the fastener (the plate) over the prongs protruding through the holes on the wristband. Clamp the prongs firmly with the fastening tool (crimpers). D. The crimpers shall be available in the booking area and in every security station. If the crimpers are lost or damaged, the Sergeant assigned to supervise the area shall be notified and an incident report shall be written. E. Scissors shall be utilized for the removal of the identification wristbands when an inmate is released, or when it is necessary to replace a band. IV. REPLACEMENT OF AN IDENTIFICATION WRISTBAND An inmate's identification wristband can be checked at any time, by any staff member for possible tampering by the inmate. If the identification wristband has been tampered with, it shall be removed and the inmate should be isolated pending identification. If applicable, a rule violation shall be completed by the discovering staff member and the damaged wristband forwarded to the Facility Sergeant. 1. The inmate shall be positively identified by utilizing the inmate's personal information available via Offendertrak. 2. If the inmate is unable to be identified, or refuses to provide identifying information, the inmate shall be placed into a holding cell until their identity can be verified and a new identification wristband can be issued and attached to the inmate's wrist. 3. If further identification is necessary, officers may contact the Identification Bureau and have the inmate fingerprinted or the inmate may be taken to a LivelD terminal for verification. (Based upon the location and security of the LivelD terminal, additional staff may be required to stand by.) B. Wristbands shall be checked for signs of tampering and/or deterioration each evening during roster/identification count, and replaced as necessary. Page 4 of 4
